Qualifications Based Selection

OSFC strives to make the qualifications-based process as transparent and as fair as possible.  The process includes:

• written submission of questions regarding the services needed

•posting the questions and answers on the Commission's website


• providing a structured outline of what firms should cover in the interview


• assembling interview teams of staff members representing a wide variety of the agency’s operations.

The selection process used by OSFC to select construction management firms and other consultants follows the Ohio Revised Code and expands the process to include

• development of a “short-list” of qualified firms based on staff evaluations of proposals

• structured interviews for short-listed firms

• final selection based on the ranking of firms from those interviews.

Ohio School Design Manual Services

7.3.08 - The Ohio School Facilities Commission is seeking statements of qualifications from firms interested in providing services to support the annual Ohio School Design Manual update and evaluation process. The full request for qualifications can be found here.

Firms interested in being considered should reply with a statement of qualifications by the end of business on Thursday, July 24, 2008.

Dayton CM Services Selection Made

9.07.2007 - The Ohio School Facilities Commission has announced two selections from the recent Request for Proposals for CM services. The Ruhlin/Panzica/Jenkins team has been selected for the Akron City Schools Segment 3 project and the firm of Shook/Touchstone has been selected to provide Construction Management services for Segment 3 of the Dayton City Schools project.

Other selections from the recent Request for Proposals will be forthcoming as the interview process is completed.
